When I dug up my tulip bulbs, there were a clump of bulbs--smaller ones around the larger one. when I seperate them, can I plan the smaller ones too? Do the smaller ones turn into flowers?

Yes you can plant the smaller ones. They should produce right away but if they are quite a bit smaller you may have to wait a year or two for flowers. They will eventually produce though.
